Adds a tape measure that can be used to measure the size of vehicles and anything else. Controls:

- Alt + R: enable tape measure mode;
- LMB: place the starting point of the tape measure;
- RMB: remove the placed point;
- Alt + LMB: change the unit of measurement;
- R: change the color of the tape measure.
