Camera zoom +/- in the car

Descriptions and mod functionality:
To zoom the camera in, hold the right mouse button and scroll the mouse wheel up;
To zoom the camera out, hold the right mouse button and scroll the mouse wheel down;
To raise the camera up, scroll the mouse wheel up;
To lower the camera down, scroll the mouse wheel down;
