Passenger mod
The passenger mod is good because it fits all vehicles (including those that do not attach trailers) and buses.
Warning: To have passengers appear more often, you can disable stock trailers with this mod.

Bus stations/terminals mod with links to similar mods for some maps and DLCs in the description. Works on 1.37, and with some issues on 1.38.
