Adds new and reworks old signs in the Kaliningrad region
Several warning, regulatory, prohibitory, and other informational signs added and replaced

Changes in 1.2
Adds new and reworks old signs on:
- P-23 (St. Petersburg-Ostrov)
- A-212 (Pskov-Estonia)
- 58K-306 (Ostrov-Latvia)
And in the city of Luga

Adds new and reworks old signs on:
- A-181 (Saint Petersburg-Finland)
- A-180 (Ivangorod-Kingisepp-Saint Petersburg)
- A-180 (Kingisepp-Sosnovy Bor)
- 41K-005/58K-096 (Kingisepp-Pskov)
And in the city of Pskov.
Several warning, regulatory, prohibitory, and other informational signs added and replaced.
